What happens if an H-2 Working Visit Korean-heritage worker does not report their employment?

Based on: Ministry of Justice (법무부), 「Stay Civil Service Guide Manual by Status」 (as of 2026.11.02)

H-2 has been merged into Overseas Korean (F-4). So check first whether you can change to F-4.

If you do not report that you started work (취업개시신고), you may have to pay a fine of up to 1,000,000 KRW. This fine is an administrative penalty. It is different from a criminal fine. You usually must report within 14 days from the day you start work. You can report on HiKorea (hikorea.go.kr) or at the immigration office. When you report, submit these together: the Special Employment Eligibility Confirmation (특례고용가능확인서), the Standard Labor Contract (표준근로계약서), and a copy of the business registration certificate (사업자등록증).

⚠️ Points to note

If violations pile up, your stay is at risk. H-2 has its own penalty-fee limits. For a first violation, the limit is 5,000,000 KRW or more. For a repeat violation, the limit is a total of 7,000,000 KRW or more over the last 3 years. If you reach either limit, you face denial of stay and departure from Korea. If you receive penalty fees 3 or more times in the last 3 years, you also face denial of stay and departure, no matter the amount. If you missed the report, report right now. If you worry about penalties, try the K-VISA AI Administrative Agent consultation in the Visa Service of the app.

Check once more with HiKorea or the Foreigner Comprehensive Information Center (외국인종합안내센터) at 1345 to be sure.
