What happens if an F-4 overseas Korean does restricted simple labor work?

Based on: Ministry of Justice (법무부) Immigration Notice, "Administrative Notice of the Public Notice on Scope of Employment Restrictions for Overseas Korean (F-4) Status" (2026.01.08) · Ministry of Justice (법무부), "Guide Manual by Status for Stay Civil Applications" (as of 2026.11.02) · K-VISA practical reference, "Stay Practice Guidelines" (as of 2023.7.)

If you do restricted simple labor work, you may receive a fine (범칙금) and your extension of stay may be denied. If the violation is serious or repeated, you may even be ordered to leave Korea. Before you start work, always check that the job is allowed.

What can happen if you break the rules

  • Fine (범칙금): You are penalized for violating the Immigration Act.
  • Extension denied: Your next extension of stay may not be approved.
  • F-4 status restriction: If your total fines for Immigration Act violations reach 7,000,000 KRW or more, you face limits on getting F-4 status for 3 years from the day you pay all of those fines. If you do 100 hours or more of volunteer work over more than 6 months, this period is cut to 1 year.
  • Working at gambling or entertainment venues is banned even more strictly.

You can now do these jobs

From February 2, 2026, the number of restricted jobs dropped from 39 to 29. You can now do the 10 jobs below.

  • Construction simple laborer, mining simple laborer
  • Simple laborer for loading and unloading (including other loading and unloading work)
  • Manual packer, manual label attacher
  • Gas station attendant, store shelf organizer, vending machine manager, parking guide

Other simple labor jobs, such as moving workers, remain restricted.

💡 How to work legally

  • Population decline area exception: If you live in a city, county, or district covered by the region-specific visa, and you work within the same metropolitan city or province as your residence, you can do simple labor. Entertainment and gambling businesses are still not allowed in this case.
  • If you changed from H-2: If you want to keep working at the workplace where you reported the start of employment while on H-2, you can get permission for activities outside your status of stay.
