Can I get help with hospital bills if I don't have national health insurance?

Based on: Excerpts from the National Law Information Center (국가법령정보센터), National Health Insurance Act (국민건강보험법) (Act No. 21522, effective 2026.10.8), its Enforcement Decree (effective 2026.10.1), and Enforcement Rules (effective 2026.9.28) (checked 2026.10.29) · National Health Insurance Service (국민건강보험공단), health insurance guide 'Health insurance subscribers among foreigners staying in Korea' (first registered 2024.12.31, checked 2026.10.29)

You can go to a hospital without health insurance, but you usually pay the full bill yourself. Without insurance benefits, medical costs are high. But depending on your situation, some help may be available.

Check these first

  • Whether you can join health insurance: If you register as a foreign resident and live in Korea for a certain period, you often become a regional subscriber. If you have a job, you become a workplace subscriber. The time you can join depends on your visa status and how you stayed in Korea.
  • When joining is restricted: If you are staying without an extension of stay permit, or if you received a deportation order (강제퇴거명령서), you cannot become eligible to join.

Ways to get help with hospital bills (these programs usually exist)

  • Catastrophic medical expense support (재난적의료비 지원): This program mainly operates for health insurance subscribers. It is hard to get help if you are not a subscriber. I am not sure of the exact scope for foreigners.
  • Emergencies: You can receive emergency room care first. Ask the hospital's billing office (원무과) whether you can pay in installments or get a reduction.
  • Private, local government, and religious group support: Local multicultural family support centers (다문화가족지원센터), foreigner support centers, and medical NGOs sometimes help with medical costs for foreigners. It differs by region.

💡 Good to know

If you are eligible for health insurance but have not joined yet, joining first is the biggest help. Check with the National Health Insurance Service (국민건강보험공단) (nhis.or.kr, 1577-1000) to see if you can join and when your coverage starts.

If your visa status or period of stay is blocking you from joining, try a K-VISA AI administrative agent consultation (Visa Service in the app). Check the exact support conditions once more with the National Health Insurance Service or the Immigration Contact Center (외국인종합안내센터) (1345).
