Does not paying a traffic fine affect a foreigner's visa?

Based on: Ministry of Justice (법무부), "Guide Manual for Stay Civil Services by Status (체류민원 자격별 안내 매뉴얼)" (as of 2026.11.02)

Yes, it can. An unpaid fine can count against you when your extension or status change is reviewed.

If you do not pay a traffic fine (범칙금) by the deadline, the case usually goes to a summary trial (즉결심판). Then it can become a criminal penalty, which is a court fine. During an extension or status change review, immigration looks at your record of law violations and any unpaid amounts. So you may be told to pay the fine first, or you may be given a shorter permitted stay.

For the Residence (F-2) visa, if a violation of Korean law is found, you must complete Law-Abiding Citizen Education (준법시민교육, 3 hours) before you can extend or change your status. However, you are exempt from the education if you meet both conditions below.

  • You have had 1 violation or fewer, and received a fine, penalty or administrative fine of 1,000,000 KRW or less
  • 10 years have passed since then for a status change, or 5 years for an extension

💡 Good to know

A traffic fine (범칙금, from police enforcement) and an administrative fine (과태료, from unmanned camera enforcement) are different. But it is safest to pay both on time. Keep your payment receipt and bring it when you extend.

First, check whether you have any unpaid fines on the National Police Agency's Traffic Civil Service 24 (경찰청 교통민원24) site (efine.go.kr). To double-check how it affects your visa, contact HiKorea (hikorea.go.kr) or 1345.
